Finnish–Soviet talks break down
On 13 November 1939 Paasikivi and Tanner left Moscow without an agreement. Finland had refused a base at Hanko and the border line drawn by Stalin.

Finland declares war on Germany
On 3 March 1945 Paasikivi’s government recorded that Finland had been at war with Germany since 15 September 1944. There was no formal declaration of war.
